The map that argued back

For a century the city's flood map was a single sheet, redrawn every decade by a committee that rarely visited the streets it described. [GAP 1] The result was a document that residents trusted precisely because it never surprised them.

The new system does the opposite. Sensors in ninety culverts feed a model that revises risk overnight, and householders receive a category that can change twice in a winter. [GAP 2] Complaints, unsurprisingly, arrived within days.

Engineers were initially baffled by the reaction. The forecasts were demonstrably better; nobody disputed the physics. [GAP 3] What they had not modelled was the value people place on a prediction they can argue with in advance.

The compromise now being trialled keeps the live model but publishes a stable annual band alongside it, with the reasons for any change written in plain language. [GAP 4] Whether that patience survives the next severe winter is the question the trial is really testing.
